GOVERNANCE POLICY

Editorial Team
The editorial team consists of the Editors-in-Chief, who are responsible for the administrative management of the journal, as stated in the regulations published on this site and approved by the editorial and scientific boards.

Editorial Board
The Editorial Board is composed of researchers, professors, education managers, and academics from different national and international institutions with recognized representation in the scientific community. The board does not necessarily act collectively, there is no requirement for periodic meetings with specific agendas, and no formal employment or legal relationship is established between its members and the legal entity responsible for publishing the journal.

Members are responsible for giving opinions on matters related to improving editorial policies, suggesting reviewers, promoting the journal, proposing strategies for academic and professional innovation, and addressing ethical issues when consulted.

The Editorial Board does not interfere in the editorial process but may be called upon by the Scientific Council to deliberate on strategic and/or operational issues. It works to ensure the scientific rigor and credibility necessary to support the journal’s reputation.

Scientific Council
The Scientific Council consists of members from the scientific community, representing the areas in which this journal has influence, from Brazil and abroad. Many members of this council also serve on the Editorial Board.

Its purpose is to strengthen scientific rigor, reliability, and credibility in the editorial process, ensuring the trustworthiness of publications. The council is also committed to ethics and to meeting the criteria required for indexing in recognized databases.

Members act individually and, when necessary, collectively to reflect on editorial policies and procedures. The Scientific Council leads the committee and may request individual or collective contributions through meetings. It may also call meetings to address structural and developmental issues of the journal. It is responsible for the technical and scientific editing of the journal and is supported by an administrative team that manages routine editorial tasks, conducted electronically through the Open Journal Systems (OJS) platform, ensuring an impersonal and transparent process.

The Scientific Council coordinates the actions of the Scientific Committee and works jointly with the Editorial Board to deliberate on the journal’s strategic issues.

Reviewers’ Board
The ad hoc Reviewers’ Board is responsible for evaluating the quality of articles in accordance with the journal’s guidelines, agreed upon between the editors and the other boards, always following ethical and transparent standards. SOL21 has a peer review process whose purpose is to ensure ethical standards. All parties involved in the editorial process — Editors, Editorial Board, ad hoc Reviewers, and Authors — are expected to adhere to good practices and ethical behavior. Our reference is the Code of Conduct and Best Practice Guidelines for Journal Editors of the Committee on Publication Ethics (COPE), which requires reviewers to:

  • Inform the Editors of their availability to review an article;

  • Decline an invitation whenever they do not feel qualified to evaluate the content, recognize authorship, or have a conflict of interest;

  • Treat manuscripts as confidential documents, protecting the intellectual property and rights of the authors, maintaining confidentiality, and refraining from using privileged information for personal benefit, including in their own research or publications;

  • Prepare their reviews based on editorial best practices, with ethics, impartiality, and respect for human rights;

  • Inform the Editors of any identification of malpractice, rights violations, or plagiarism by the authors.
